Yokogawa Virtual Test Function Error

I am using a CS3000 Yokogawa system to run a simulator. Recently when i run the virtual test function from one of the work stations, i get back "Project:USAN_MAS is locked by. "

the command line i am using to launch it is:

c:\cs3000\program\BKETestFuncInit -j USAN_MAS -p HIS0161 -m -o -nd -w

three out the four HIS will launch and only getting the error on this machine. How do I unlock the project?
