Dialogic Proline V2

I have tried run the DNA 3.1, DNA 3.2 configuration manager to start this card while selecting different IRQ and memory locations based on jumper and dip selections. Always receive the error 16383. Can run diagnostics and the only failure test is the PC to Dialogic card interrupt test. All other test indicate passed. Looking for some new helpful directions to take.
