Newbie looking for Control unit to control sensors

Hello everyone, I'm new to this board and I am looking for some help to get me going in the right direction.

Basically I am looking for a control unit and help to program that unit. I have no previous experience with CX programming and would appreciate any help with what I am trying to achieve:

For inputs, there are 2 position sensors and a speed sensor (may use voltages as input for speed).
On the output side there will be a valve.
Also a manual push button will be added to power the system on and off.

The valve on the output side is activated if both position sensors are activated and the speed sensor is reading 0 speed.

Any suggestion on what kind of unit (possibly from Omron) that I can purchase that can help me create this? Preferably a unit that is small in dimension and inexpensive would be great.
