Why ETA cabinets require in Honeywell DCS or HPM control system?
Shall we make a control system without ETA cards?

They are FTA cables (Field termination assembly). Prefabricated cables (prefab) used to connect FTA and the IOP in the PMIO card file(I/O module).

FTA are passive electronic boards for signal conversion/conditioning/multiplexing/isolation as the case may be.
