I have a query related to sizing of Accumulator in the Hydraulic Pack Unit for a Diverter damper.

Our client's standard mentions that sizing should cater 3 stroke of diverter where as the vendor has sized only for 1 stroke.
I would like to know if we really need to size it for 3 strokes?
Can someone please help me in understanding the standard industrial practice of sizing Accumulator for HPU of Diverter damper.
