LOW RPM BLDC MOTOR

I was asked to design a bldc motor that has to operate @ 50 HZ in +/- 0.5 drgrees. rated torque is 3.8 Nm

so, by converting this to rpm i got 17 RPM.

can a BLDC motor be designed for such low rpms?
Or is it better to design for higher rpm and control it to required low rpm?

I prepared an excel sheet with all the design formula long back and it gave good motors at higher rpms (2000 to 30000 rpm) till know.
But know my calculations shows higher dimensional requirement for low rpm (17 rpm rated) than for some 150 rpm.

it also shows higher current density for 17 rpm than for 150 rpm rated for the same outer dia and torque.

So, I fall in a basic doubt that how much low rpm can a motor(BLDC) be designed? is there any limitation with reference to frequency below which it is not advisable to design a motor(BLDC)

can any one guide me please....
