BLDC motor control

Hi,
I am working on BLDC speed control using 6 step block commutation.I am trying to achieve constant torque at low speeds.

I have two loops, inner current loop and outer speed loop.when I set desired rpm as 1000 I am able to maintain the speed and torque, but at low speeds say 60 rpm I am not able to maintain torque, when I touch the motor it stalls.

How can I achieve constant torque at low speeds.

I have tried Maxon ESCON motor controller, it has excellent torque at very very low speeds say 1 rpm.I came to know they use block commutation.

Hardware : microchip dsPIC33F
Motor : Maxon EC flat motor
Motor driver: L6234
