That value, while field-adjustable, is not meant to be "tuned" in the field. It is a factory-determined value which is used to keep the regulators in a TMR control panel from drifting apart by too much under normal operating circumstances.
It should be left as found.
If you provide more information about the type of turbine (Frame size; model number; etc.), the version/generation ("Mark" number) of the Speedtronic turbine control panel, the device which is driven by the particular servo-valve (regulator) output, perhaps we can tell you if the value you found in the field is the appropriate value as determined by GE.
