Integral bypass valve

I have 2 queries-

1. In high pressure lines isolation valves are used with integral bypass valves. But I do not find integral bypass valve on atmospheric discharge valve having high pressure upstream and atmospheric pressure downstream.

2. Similarly integral discharge valve are found on motorised on-off valves (high pressure application) but not on pneumatic on-off valves.
Any reason?
