When is it to HOT to Load Test Generator

Recently had a Generator Load Test shutdown a 800 amp breaker. Upper management is attempting to blame the operator - it was too hot, you should not be doing testing in the heat. It was 94 degrees, 6:30 PM on a partly cloudy evening. My argument - if you do not test in all temperature ranges, how will you know if your system will work when a real power failure occurs.
