Difference between turbine overspeed protection equipment, governor and antisurge control

can anyone tell me that if there is any difference between governor, overspeed protection equipment and anti surge controller for steam turbine?

We have been using
Woodward 505e governor
protech gII overspeed protection
borsig antisurge controller
 
Control and protection should be seperate and diverse.
the speed governor "control" should be capable of preventing activation of the overspeed protection.
In the event of a speed govenor failure, the over speed protection should be capable of preventing damage due to excessive speed.
to be separated and diverse, they should use different sensors, controllers and valves.

there is an API standard for industrial turbines

I was thinking surge control and protection is part to a compressor controls

Could you please tell me the api code you mentioned above?

Also i do get as you told that govenor is something like for control and over speed protection for like protecting implying separate sensors & controllers. but does the anti surge controller also use separate sensors? In addition, does all three of them communicate to DCS? Which one of these can cause ESD of compressor?

I do think they all at least may use vibration monitoring system i.e. Bently Nevada 3500 as a base sensor equipment.
