GE Gas Turbine:

1- Without IBH: Fuel Gas pressure required is within 21/24 barg at Y filter to allow transfer from LEAN-LEAN to PREMIX during star-up or load changes

2-With IBH: Fuel Gas pressure required is within 18/24 barg at Y filter to allow transfer from LEAN-LEAN to PREMIX during star-up or load changes

Would someone explain why does the transfer require higher pressure?

If I understand this post and summary correctly, I think you have it slightly wrong.

When IBH is not enabled, the gas fuel supply pressure has to be higher because the Lean-Lean to Premix transfer takes place at a higher load/fuel flow-rate, so the extra supply pressure is necessary to ensure there will be enough fuel flow to get all the fuel flowing through the secondary fuel nozzles (and transfer passages/nozzles, if so equipped).

When IBH is enabled, the Lean-Lean to Premix transfer will occur at a much lower load, which makes the necessity of ensuring sufficient flow through the secondary (and transfer) nozzles/passages not so important because the fuel flow-rate will be lower at the lower transfer point.
