Limits to Line Voltage Due to Capacitance

We have a central power facility that generates at 13.8 kV. The generators are low resistance grounded at 200 amps. We have one "transmission line" of armored cable, 3/C 750 kcmil, mounted 7 feet above grade (unusual circumstance), that travels 9 miles until it connects to a 13.8 to 13.8 transformer, then travels another 9 miles to a load facility. The thought is that we use 13.8 kV to limit the capacitance to ground such that the starting current is less than the 200 amps (line charging capacitance is high). We have considered using 34.5 kV, but the capacitance to ground is too high at that voltage. Is there any way to use 34.5 kV, given the circumstances, such that the conductors can be smaller in size. All of this is for oil production, and there is no utility involved.
