Strategy for Controlling Valves

Hi all,

I would like your view on this P&ID.

As we see,it's a density loop control (by nuclear densimeter) where two proportional valves type Pinch (with 18" & 16" with electro-mechanical actuator) and one On/Off Gate type Knife are controlled by the DCS.

The flow meter located upstream of the pipe, is used for mass flow calculation.

About the process: This density control loop is part of the tailings discharge for the copper high density thickener. This zone is located under of thickener aka "Underflow Zone", where tailing sludges are evacuated by gravity effect (2% slope) toward to a final tailing discharge distribution box before it be delivered to another phase of process.

I would like to know the purpose to set the valves in serial and what is the best control strategy for an accurate operation.
