Hydorogen Cooler Water Supply

Why water supply to generator hydrogen coolers are shut off when unit is de-synchronized and supply restored as soon as unit is synchronized? What will happen if I continue to keep the water supply on to the coolers even when the unit is shutdown? I work in 300MW thermal power plant.
