The standard class IV is 50 psi seat test. what about the MWP of the valve? 150 class WCB is 285 MWP. why is that not part of the seat test to confirm an actuator will work? Unbalanced plug.

ANSI/FCI 70-2 is a seat leakage test for control valves only. For integrity test of valve body you should perform the hydrostatic test as per standard ASME B16.34 or IEC 60534-4 items 4.1 and 5.4. For actuator test you have to perform the "bench set" test according to valve manufacturer instructions.
