Is it mandatory to provide Control Valve's position feedback signal in DCS when position feedback signal doesn't have any process interlock?

No, usually if there is a process interlock I'm used to seeing it taken care of by a valve position switch.

If it's not a vital interlock it could be just interlocked with the signal to the valve.

It is not mandatory. We do however use the feedback to verify that the control valve has traveled to the requested position. This verification is used as a warning or alarm depending on how critical it is for the process.
