"Break away" refers to the rotor breaking away from zero speed and beginning to accelerate. This would typically refer to the power turbine or LP turbine on a 2-shaft gas turbine. Power turbine is the name usually used on an aircraft derivative engine and LP turbine is normally used on a heavy duty gas turbine.
On 2-shaft machines, the LP turbine will usually break away some time after the turbine has fired and is accelerating up to its operating speed. The actual point of break away will depend on the rest inertia of the load equipment - a centrifugal compressor would generally break away earlier than a liquid pump.

It's meant the shaft acceleration from zero speed during starting. Since there is inertia to be overcome, which usually requires an extra bit of force to overcome when accelerating a shaft away from zero speed, the term "break away" is used--as in the force required for breaking the shaft away from zero speed(overcoming the forces of inertia keeping the shaft at zero speed).
