Connecting PCU to Main Server Problems

We have problem of connecting one of the PCU to the main server in ALSTOM control system in cement plant while the other 11PCU are connected successfully. we check the hardware of this PCU which contains power supply module, profibus module, ethernet module and cpu module. we have doubts in the flash chip of the cpu module, but we can't check or even reprogramming, because we have no program and tools. so we need your advice.
