False Start Drain

Greetings

We have 7FA Turbine, 14 cans and the false start drain is in the lower 7 cans.

What is the idea behind the false start drain being only in the lower cans? Is it gravity or what? Also I noticed that the dead bottom can (that is can 7) has a bigger false start drain pipe than the others. maybe because it can receive liquid from all cans, right?
