Samson Valve

I was wondering if anyone has come across a Samson 3277 valve that once torqued the bonnet is cocked? I have 0.136 and 0.168 gap across from each other.
 
Half the old gasket stuck to either the body or the bonnet?

Does the stem move freely?

Which valve is it? The Samson 3277 is an actuator, not a valve model number. What's the valve model number?

Sorry for the wrong model number. It's a 3241 model. The stem does move freely, old gasket is out as well. What I was recently told is that I'm suppose to put pressure on the stem with the actuator as I torque the bonnet due to no cage design. Thanks for the reply. I'm still new to the Industry so I'll be trying that soon.
