Four Quadrant Energy Metering
Facing problem in differentiating between wheeling power and import power

Our power generation unit is connected to two different bus bars via two transmission lines and thus we observe power wheeling. When the unit is in shutdown state, power wheeling persists and at the same time we are importing power from the grid. Our energy meters are installed at transmission lines and some times we have to face penalties in term of low power factor although we we have installed power factor improvement plant and power factor at our importing transformer is within the range.

My question is how to differentiate between import MW and MVar and wheeling MW and MVar? Our energy meters at transmission line use four quadrant metering.
