plc_pt_details() function in lib/gmm/gmm.h

Hello, in response to lib/TODO item 40, I've written a new function for the gmm that returns various sundry details about a point. As it says in the comment, it's not intended for general consumption but rather for those who for one reason or another need to know the guts of the gmm (``bypass the abstraction'', to use the technical term). The function is called plc_pt_details() and currently lets you find out the validity of a point, its offset and bit address, length and r/w status. This may be expanded at need. Comments?
