‘Safe’ forces for robots

If somebody could refer me to a document, or organization that has set some guidelines for this I would appreciate it. Enoch Wall Systems Engineer PRI Automation - OEM Systems
How do you guarantee that your robot wont exceed those specified forces ? Shear pins ? Slipping clutches ? ..... How do you guarantee the pin shears and the clutch slips ? Wont a cage be cheaper ?
