I am working on a project in Germany and a piece of equipment (jet engine controller) requires 230V (1 phase) on a certain pin and N on the other. The german 230V plug is not polarized. I can't garantee that the plug will be inserted a certain way. I know I can add a 1:1 transformer and ground on leg of the secondary but the equipment need 2kW and the transformer would be too big. I could also use a relay and wire the L to the coil and then to ground but this will not meet code (And use the relay contact to isolate the circuit). Is there a simple circuit that could be trigger a relay if the plug is inserted the proper way?

Use a different plug, a military type or something like that.
