consequences of a fuel loaded idle nuclear reactor

In a Nuclear Power Plant being commissioned, the control system gets tripped because of spurious signals in the instrumentation cables from neutron flux detector. The Nuclear fuel was loaded in the VVER-1000 type PWR reactor long back by Oct 2, 2012. However, this was done even before ensuring that the neutron flux instrumentation works reliably, which is a pre-requisite as per IAEA standards.

What will be the consequences of having the nuclear fuel loaded and the reactor remaining idle without the issue solved in the neutron flux instrumentation? What would be the possible course of action that can be taken giving highest priority to safety? Similarly the passive heat removal system was not working properly because some of the valves were not working properly and it is yet to be validated.
