Generator torque power for a wind turbine

if i have a wind turbine with nominal power of 70kW and nominal torque of 11500Nm, would a generator of maximum electrical output of 100kW be able to supply a (resisting) torque sufficient to control the rotor of the turbine under all possible conditions. This would include a high wind gust under maximum rpm? or i just need to get a generator with a higher nominal torque and power to handle the operating conditions
 
How about Gear ratio /Rotor position detection /controls ...systems philosophy..

These studies must be done according to mechanical/electrical compconents and formulas
