Analog output varies too much from Honeywell FDC

I used a Honeywell FDC to convert a VRS output (pulse train) to analog 0-10 Vdc. The FDC's out varies about 200 RPM (at a display showing the output as RPM) from a constant output. The motor runs at constant speed.

Please help to solve the problem if you had some experience with it, or any suggestion. Thank you.
