Bubbler level measurement

I need to implement a bubbler system for training purposes, the tank height is 1m...ie 10kPa max pressure, the liquid I am using is water ...ie. S.G is 1.0.

Can you fine ladies and gentle give any suggestion or advice??? I will be using a 13A DP, as I want to keep the plant fully pneumatic..

Obviously, the regulator is pneumatic and the web page has electronic DP transmitter, but you could use a pneumatic DP gauge or a pneumatic DP transmitter for a signal/indication

I know Dwyer makes an inexpensive differential regulator, as an accessory to their variable area rotameters, RK is the model that comes to mind, but their site is down at the moment.
