Cimplicity SCADA to Siemens PLC using MPI?

I have Siemens CPU 316 & cimplicity SCADA. Customer wants to use the MPI port on the PLC for the SCADA and programming the PLC. I have a CP5611 card in the PC do I need this?, I thought MPI you can use the COM port on the PC. Also with MPI can I monitor the PLC whilst the SCADA is connected as I have only one MPI port on the CPU316.
