I am looking for a Heater and Thermostat that uses 24Vdc for Hazardous area. Class 1 Div 2.

I search a lot on the web but could not find any.

Anyone has any recommendations ? Thanks.

Consider PTC resistor heaters, they don't need thermostats! I've used ones from http://www.ptcheaters.com I'd be interested to know if they produce any for your application

Look for strip heaters.

You probably would need a hermatically sealed switch on your thermostat to meet the area requirements.
