The problem you are facing will not be solved by the optical sensors or any other image sensors (based on image processing). You can use sensors based on ultrasonic sensors.
Since ultrasonic sensors are used to detect cracks (of order microns) in a metal, in your problem the metal piece is 1/4" above the surface
it will give the complete image of metal sheet from both the direction (either from top or from side) If you provide me little more details may be I will help you little more.
