Differential pressure of cooling air of first stage of GT13E2

We have four units Alstom GT13E2. TOW units in service and the other out. during running on 150MW always differential pressure of cooling air to first stage of turbine and reached 3.74 bar. one turbine is out to replace the first stage of turbine due to overheating.
Is this because differential pressure is high? which mean low cooling air. what the reason for this differential pressure ?
how to solve this problem??
