How can I connect a digital circuit (consists of gates and flip-flops) to a Siemens S7-200 PLC??

The problem is that the s7 needs 15-30VDC for logical "1" and -3-5VDC for logical "0" at it inputs, but the gates works with lower volts. Where I can find electric circuits, so to increase the voltage at the PLC inputs and decrease the voltage at its outputs??

You just need to buy Voltage Converters and Voltage Inverters. Many products are available. You can search "Voltage Converters and Voltage Inverter" on internet to find product.

I have designed a card for this problem, artwork is available free. But for just a few I/O you can use a 5:1 voltage divider for 24v-5v and open collector drivers eg SN7406, for 5v-24V. The datasheet will show how to use them.
