Take your pick.. just about all industrial I/O manufacturers support Modbus RTU; the exception being Phoenix Contact. It’s just about the easiest and most cost effective protocol to implement (not to mention it’s world-wide acceptance), I’m not sure why all I/O manufacturers don’t have Modbus comms.

Beckhoff http://www.beckhoff.com/ is very hard to beat when it comes to price and user-friendliness.

Currently checking on these guys, I'm hoping they will work out cheap with just the Modbus Coupler and the IO Modules. Thing is, will they beat the ICLinks modbus modules on price?

Way too expensive.

These are the products we currently use, we are a sixnet integrator... The I/O modules require a software download which is what we are trying to get away from.

Rack + Comms Module + I/O Module combo, too expensive!

Needs software to program the ADAM modules, these are CHEAP but not what I need :(

Quartech Corp - I think they have a simple I/O module that speaks AB and Modbus protocols. (You may have to specifically request Modbus, but I have been told it is available.)
 
Just as an update guys, we have decided to use BECKHOFF! these guys proved to be the best solution for us (price and functionality). The pricing is very attractive. Im yet to use them in an application but its feneitely worth your while checking them out if you need something along these lines (DIP).
