My question is:

Is it correct that single power transformer may be used both ways, Step Up or Step Down, depending upon application?

Then why do we use this term Step Up or Step Down?

Why don't we just mention KVA rating and voltage ratings for a transformer only?

No need to mention that either it is Step Up or Step Down.

In my opinion, it will depend upon the Power Flow through the transformer, which will decide whether it is a step up or step down transformer.

As when a transformer is used at generating station to feed the power from generators to grid, usually it is stepping up the voltage & vice versa when used to draw power from grid to load it is usually stepping down.
