Hi Folks :

I would greatly appreciate if some body point me to :-

1) The standards that govern EMI (electro-magnetic irradiation) compliance in the USA and the EU.

2) The technical literature available for product design to meet these standards, e.g. pcb design rules, EMI suppression device applications, etc.

Thank you in advance.

sincerely,

K.S. Neoh

I have a bunch of sites that can help, but I'm not going to explain them.
Check out the sites below.

Global Engineering Documents - A good source in the US for any regulations and

I hope this covers any issues you have regarding CE directives and should give you a big head start over what I had when I began this search. Any directives are free, but when you want specific harmonized standards for Europe you will need to pay quite a lot and the best source I have found is Global Engineering Documents and they will ship over night. I eventually hired a consultant to assist with my first CE project because there are too many standards and some politics involved in getting a machine or system CE certified.
