ESD PLC IO list from P&IDs (interlocks) & Cause & Effect diagrams

I have the P&IDs & Cause & Effect diagrams with me. How does one calculate PLC IO list from it??

What I did-I tried 2 cases.

CASE - I:
If one (same) AI is triggering 3 interlocks,I took it as 1 AI.
I assumed that all the interlocks are present in one PLC.So, from the Cause & Effect diagram, I added up all the causes just once & calculated the IOs.

CASE - II:
If one (same) AI is triggering 3 interlocks,I took it as 3 AI.

Is the basis of calculating these IOs correct? How is it ideally calculated?
