we have GE fanuc PLC in Gas plant and we have an alarm ACTION HANDLER FAULT. we don't know what does it mean?

One will need MUCH MORE information to help you with this.
You may be better and quicker served by contacting the original developer and/or reading the documentation for your system.
At least check the description of Tag: FL52.

It is not a standard or recognizable GE IP or GE Fanuc 90-30 PLC fault.
Or any other GE Fanuc PLC fault that I can recognize. I suggest that you contact the original developers for assistance.
