Heating Tracing Control

I'm looking for some references on heat tracing control. Ie turning it on /off based on flow, temperature, etc.

As with most designs the work up front is important. Take into account the materials.
What is the product in the pipe?
What is the flow rate?
Pipe selection?
Ambient temperature as well as the product temperature (delta T).

The base equations:

Q= F*Cp*(deltaT)*SF/3412 Btu/kW

Q=Power in Kilowatts
F =Flow rate in lbs./hr
Cp= Specific heat in Btu/lb/degF
delta T= Temperature rise in degrees F
SF = Safety Factor

Definitely consider losses to the environment.
Typically the temperature is monitored, however flow is taken into account.

Consider the project individually. For example 1 mile length of pipe versus a tank. Power segments, Application of the heat tape for purposes of installation as well as maintenance.

Hope this is a reasonable beginning.
