how avoid extra potential from TL-lights on analog output card?

For a Saia PCD2 PLC with a standard output card 0-10 V we want to dim TL-lights. The problem is that via the start coil (ballast in Dutch) we always have minimum 4 V on the output, even if we send 0 V. Of course we want 0 V because the lights now are always on. To switch from 4 to 0 V will frigthen the chickens (where the lights are attached), so that's no good solution. Who could help me?
