I have to send my data according to the protocol of IEC 60870-5-103, I read the protocol, but it's too confusing, I have no idea what it is talking about. Could someone help me? or give me some advice on how to start out...

The best place to start is to not spend all your time writing protocols. See: "http://www.tmw-usa.com":http://www.tmw-usa.com for a company that can provide tools, source, drivers, etc. If you go to the DNP users group web site ( "http://www.dnp.org":http://www.dnp.org ) you can probably find other companies as well (many companies that sell DNP also sell IEC60870-5 stuff).
