IEC 870 -104 COT parameter

Dear all,

I am receiving after a set-point command (C_SC_NA_1 in IEC 870-5-104 protocol) two confirmation messages with differents COTs (Cause of Transmission):
1- COT=7 -> Activation confirmation
2- COT=10 -> Activation termination.

And then these set points commands are not controlling the remote.

What does this COT=10 (Activation termination) means?
Why are we receveing this second confirmation messsage?

I don't really know it, and I'm barely familiar with IEC 870-5, but I'm guessing that the first confirmation tells the master that the remote received the setpoint command and it's going to execute it, and the second confirmation tells the master that the remote has completed the execution of the set point operation.
