Liquid Fuel Filter Thermal Relief Valve

Greetings to all,

We have a liquid fuel system with re circulation and 3-way purge valve. the liquid fuel filters (we have 2 for each unit) have thermal relief valve that dumps the liquid into the false start drain (FSD) tank. These valve are to be set 105 psig, once pressure reaches that value the valve will open.

The problem with these valves is that after sometime they will pass liquid even if the pressure in the lines is 60 psig. I believe it needs frequent adjustment just like the hydraulic and lift system pressure. but we can't adjust these valves while the system is running. Now, we have replaced the old ones with new ones (same model). We will try to readjust the old ones in the workshop. Any idea to prevent this from happening ? because it happens nearly in all blocks (5 blocks).

here is the P&ID, the valves in question are VR41-1 & VR41-2, there are located in the left of the page.
