little confused about telemetry basics

It is very well known that voltage telemetry =1v to 5v, current telemetry = 4ma to 20ma, pneumatic telemetry = 3psig to 15psig.

I was asked in my viva why these values are 1v, 5v, 20ma. I know about live zero concept, what about the higher limit typical values?
 
Let us say you have instrument , range 200 ~ 500 PSI Can you tell me what will happen if you have 0 ~20 mA Instead of 4 ~ 20 mA ? I hope this will explain your query
 
You are little confused about instrumentation basics, not telemetry basics.

As you hunt around for information on your problem, here and elsewhere, use the keyword "instrumentation", not "telemetry".
