what's the meaning of below sentence:
"FLOW DEFLECTION SHALL BE USED ON ALL LOADING ARMS"???

 

Could be a typo!?
Maybe it should read "Flow Detection"...

 

When top loading, a deflector is used at the bottom of the piping that goes into the rail tank car or truck. The deflector evenly distributes the liquid and helps prevent the loading arm from pushing itself back out of the manhole.
