Low Power Factor in a submersible pump

Hi,
I just review a submersible pump motor. The readings in my meter are:

Van= 246; Vbn=246; Vcn= 246
Ia= 109 Ib=112; Ic= 111
Active Powr= PA
PAa= 20.17; PAb=22.21 PAc=3.02
PFa= 0.75; PFb= 0.8; PFc= 0.11

Why PFc is so low ???
 
Responding to Danko's 05-Feb-10 (07:36)... Are you sure your meter connections are correctly polarized.

For the 3-meter case, the voltage readings must be phase-to-neutral, not phase-to-phase. In addition you must be sure of phase sequence (rotation) a-b-c or c-b-a!
