A scroll is considered a potential source of ignition and must therefore be studied and approved by a notified body under ATEX regime.

IECEx does not consider a scroll to be a source of ignition and therefor dont need consideration.

How does North American standards consider mechanical components/objects as ignition sources in hazardous locations?
 
You haven't described what you believe a 'scroll' to be. The scroll I have come across is metallic part of a larger machine within the gas industry.

A metallic part of a larger machine is not a source of ignition, however could become one under hazardous conditions. There is no ATEX consideration to be made, but if you believe it could become a source of ignition, then this would be covered by HAZOP studies.
