I am looking for one standard software, running on WinNT/2000 or Sun Solaris, that read data from distributed IED via Modbus protocol on TCP/IP and convert the data in IEC 60870-5-104 protocol.

You may wish to look at a device from Prolinx. The device is a gateway that allows data collected in one protocol to be accessed by a
different protocol. It is a hardware/software all in one small din rail mounted device. I am almost positive that it supports the iec
format that you require, and am certain that it supports the modbus tcp/ip protocol. The web site is www.prolinxgateways.com I work for a
