Modbus RTU data collection

I have SCADA software called OASyS by Telvent (was Metso), used to monitor, alarm and control 13 pipeline pump stations. The stations are on an AT&T Digital Circuit network connected through AT&T Paradyne, Comsphere, DSUs (Data Service Units), connected to GE Fanuc 9030 PLCs. The polling of the pump stations is with Modbus RTU protocol, sequential polling by the OASyS software. I'm looking for software and connection to monitor the polled data at any DSU, and maintain another real time database. This database would be sent to a web server and displayed behind password. Is the above achievable? Telvent sales tools to get data out of its Sybase RDBMS and publish it to Web, but it's very expensive. I'm looking for a way to
keep cost under $8,000.

It sounds like you are pretty technically savvy so you could probably implement our system for around $3000-ish.
